Stages of Universal Declaration
Universal declaration is carried out in four stages.
First stage
From January 1, 2021 (Stage 1), the declaration of assets and liabilities (hereinafter – the declaration) is submitted by the following individuals:
- persons holding responsible public positions and their spouses;
- officials authorized to perform state functions and their spouses;
- persons equated to public officials authorized to perform state functions and their spouses;
Kazakhstan “On Elections in the Republic of Kazakhstan” and the laws of the Republic of Kazakhstan “On Combating Corruption”, “On Banks and Banking Activities in the Republic of Kazakhstan”, “On Insurance Activities”, and “On the Securities Market".
Second stage
From January 1, 2023, declaration is required for employees of state institutions and their spouses, as well as employees of the quasi-public sector and their spouses.
Third stage
From January 1, 2024, declaration is required for founders of legal entities and their spouses, as well as individual entrepreneurs and their spouses.
Fourth stage
From January 1, 2025, declaration is required for all remaining categories of citizens.
